POINT LOMAS WPB 82321
Ship Name and Designation History
This section lists the names and designations that the ship had during its lifetime. The list is in chronological order.
- CG 82321 (U.S. Coast Guard) Commissioned August 9 1961
- USCGC POINT LOMAS WPB-82321 Named and Designated January 1964 - Decommissioned May 26 1970
- VAN DIEN HQ-719 (South Vietnamese Naval Service) (alt: VAN-DIEM, VĂN-ÐIỀM, VĂN ĐIỂN, VÂN ĐIỀN) Transferred to South Vietnam May 26 1970
Point Class 82 foot Coastal Patrol Boat
Keel Laid - Launched
[Note: Although the U.S. Coast Guard may use "WPB-82321" in its documentation,
the identification painted on the ship's hull is "CG 82321" (as seen in photos)]
Effectively decommissioned on April 30, 1975 with the fall of South Vietnam
The archived version of Harpoon Databases says NGO VAN QUYEN HQ-718 (ex-USCGC Point Lomas) was "Scrapped (Ho Chi Minh City, Vietnam) 1987".
Given the naming controversy (POINT BANKS vs POINT LOMAS - see below), it is unclear which ship this fate applies to.
Conflicting History Data
There is disagreement as to the name and hull number given to the ship by the Vietnamese Navy.
The U.S. Wikipedia pages for POINT_BANKS and
POINT_LOMAS
(with a little help from the
Point-class cutters of the Republic of Vietnam Navy
Wikipedia page) say the following:
POINT LOMAS --> NGO VAN QUYEN HQ-718
POINT BANKS --> VAN DIEN HQ-719
However, the Vietnamese Wikipedia page for
Navy of the Republic of Vietnam says the opposite:
POINT BANKS --> NGO VAN QUYEN HQ-718
POINT LOMAS --> VAN DIEN HQ-719
It is difficult to choose between the U.S. Wikipedia version and the Vietnamese Wikipedia version.
On the one hand, I would expect (hope) the Vietnamese Wikipedia to be more accurate as their authors
should have better access to documentation related to the Vietnamese Navy.
However, any cachets made for the ship will likely use U.S. / English language sources and if we list a
different name than what the cachet shows, it may be confusing.
In the end, I chose to go with the Vietnamese Wikipedia version in the hope of accuracy.
This section lists active links to the pages displaying covers associated with the ship. There should be a separate set of pages for each incarnation of the ship (ie, for each entry in the "Ship Name and Designation History" section). Covers should be presented in chronological order (or as best as can be determined).
Since a ship may have many covers, they may be split among many pages so it doesn't take forever for the pages to load. Each page link should be accompanied by a date range for covers on that page.

Postmarks
This section lists examples of the postmarks used by the ship. There should be a separate set of postmarks for each incarnation of the ship (ie, for each entry in the "Ship Name and Designation History" section). Within each set, the postmarks should be listed in order of their classification type. If more than one postmark has the same classification, then they should be further sorted by date of earliest known usage.
A postmark should not be included unless accompanied by a close-up image and/or an
image of a cover showing that postmark. Date ranges MUST be based ONLY ON COVERS IN
THE MUSEUM and are expected to change as more covers are added.
>>> If you have a better example for any of the postmarks, please feel free to replace the
existing example.
