Cachets should be listed in chronological order based on earliest known usage. Use the postmark date or best guess. This applies to add-on cachets as well.
The boundaries of the First Naval District, to be headquartered at Portsmouth Navy Yard in Kittery, Maine, were established on 7 May 1903 in accordance with General Order No. 128, signed by Acting Secretary of the Navy Charles H. Darling. Until late 1915 no personnel were assigned to the district staff. In 1945 the district was headquartered at Boston, Massachusetts, and consisted of the following geographic areas: Maine, New Hampshire, Vermont, Massachusetts, and Rhode Island (including Block Island and NAS Quonset Point). The First Naval District was disestablished on 7 October 1976 and control passed to the Fourth Naval District.
