Catlin was born in Gowanda, New York. He graduated from the United States Naval Academy in 1890 and from the Army War College in May 1917. He was commissioned Second Lieutenant, US Marine Corps, 1 July 1892, and was promoted through the grades to Brigadier General, retired, on 10 December 1919.
