NAMESAKE - George Sewall Boutwell (28 January 1818 – 27 February 1905)
         Boutwell was an American politician, lawyer, and statesman from Massachusetts. He served as Secretary of the Treasury under U.S. President Ulysses S. Grant, the 20th Governor of Massachusetts, a Senator and Representative from Massachusetts and the first Commissioner of Internal Revenue under U.S. President Abraham Lincoln. He was a leader in the impeachment of U.S. President Andrew Johnson.

Three cutters of the US Coast Guard have borne the name BOUTWELL - USRC Boutwell (1873-1907), USCGC Boutwell WSC-130 and USCGC Boutwell WHEC-719.

The ships sponsor is Mrs. Douglass Dillon, the wife of the Honorable C. Douglass Dillon, former Secretary of the Treasury.

PHILIPPINE NAMESAKE - Andrés Bonifacio y de Castro (November 30, 1863 – May 10, 1897), revolutionary and founder of the Katipunan movement. He is considered a de facto national hero of the Philippines, and is also considered by some Filipino historians to be the first President of the Philippines (through the revolutionary government he established), but officially he is not recognized as such.
