THE MUSEUM and are expected to change as more covers are added.

NAMESAKE - Rear Admiral Thomas Stowell Phelps, USN (2 November 1822 – 1901)
Thomas Stowell Phelps, Sr. was born in Buckfield, Maine, 2 November 1822. He served the Navy from 1840 to 1884, attaining the rank of Captain in 1871 and Rear Admiral in 1884. He served in the Mediterranean, the Atlantic, and the Pacific, and commanded USS Juniata during the capture of Fort Fisher in January 1865. He served as Commandant of Mare Island Navy Yard from 15 Jan 1881 until 15 March 1883.
The ships sponsor was Mrs. Richard A. Kearny.
